It’s been implied quietly (and confirmed in earlier comments) that Arthur’s hair is “naturally” blue now. The exact how and why are to be explained later. The varying shade is simply the factor of light effects — this light is fairly pale and yellow-based, hence the slightly lighter turquoise effect.
I was gonna ask the same thing – Lighting effect, or plot device? It’s amazing how even with his demure expression in all the panels, a change in tone makes him seem softened…

Man, ok, so let me get this all cleared out. C.E. power was whatever she did in the previous chapter when she was able to disintegrate all of the golems, but in using her power she burns out her eyes. Currently, she has an eye prosthetic, that some how blocks out her power, that Edward created. Oh, and meeting with Gaki and Mary is going to be violent or just plain awkward.
OIh, I recognise the guy on the left file… I was wondering about him after that scene, but… yep, it’s like, they just forgot about him when C.E. came out the door 😀
Sooo…. I had to mention because nobody else seems to have mentioned it: You can figure out the names of octo-man and princess mononoke at the “tags” section. Hope they get their own story soon enough. 😉

I thought so, since even his eyelashes are blue and I can’t see Arthur really going through such great lengths for dye.

I finally figured out how the guy in the file is possible. Half Norwegian, half Solomon Islander.
He’s awesome. He looks exotic, as well as dangerous, but not without reason. You can see his fear.
